Synopsis.

ICT forms a back born of several industries such as banking, publishing, airline and its an important value adding component to consumer products such as television sets, cameras, mobile phone sets, computers and the list goes on an on.

ICT today is a dominant force in enabling companies create new distribution channels and deliver differentiated value added services to customers. Its also an important catalyst for social transformation and national progress. Disparities in the levels if ICT readiness and usage could translate in disparities in levels of production and hence could influence negatively on the levels of national growth. Understanding and leveraging ICT is important for national growth and development.

Over the past few years, numerous attempts have been made to measure the comparative level of ICT development of nations, the multitude of these efforts and diversity of the organizations conducting them only helps underline the importance of ICT as a key factor contributing to national development and its cohesive force for integrating a nation into global economy. The speed with which technological forces affect us and the rapidity of ensuing changes requires a mechanism for measurement that not only accounts for factors for spread and usage of ICT but that also explicitly but also consider the role played by major stake holders- businesses, individuals and governments.
